The invitation framework has been drawn up for assessing plans to add housing in the cores. For housing in the outlying area, the consideration framework for the outlying area applies.

The Housing Invitation Framework indicates the conditions under which there is room for additional housing in the municipality of Aalten. Life-course suitable, affordable housing for starters and the elderly in the cores of Aalten, Dinxperlo and Bredevoort have priority. There is limited room for additional housing in the small cores, under the condition that there is serious interest from the villages.

All new housing plans must comply with

  1. public housing framework and
  2. the principle of infill for expansion and
  3. pass the spatial test.

Initiators are then challenged to have plans contribute to the "A Home for All" program, which regulates that housing is built as much as possible to be lifelong, and calls attention to groups who cannot naturally obtain (social rental) housing. In addition, the policy has been updated with regard to climate goals. For example, initiators are asked to build housing developments sustainably and climate-adaptively. Plans are reviewed once a quarter. Plans submitted in the first month of the quarter are reviewed that same quarter. More information can be found in the "invitation framework for housing construction" document.

Outside Area Assessment Framework

On November 30, 2021, the City Council adopted the "Assessment Framework for the Outlying Area. There is an increasing demand for housing in the outlying area. And by adding housing we increase the quality and livability of our outlying area. That is why we offer space for house division and new construction of one or more houses in exchange for demolition of empty barns and stables. In the coming period there is room for approximately 75 additional homes in the outlying area.

What must a plan meet?

We set a number of conditions for housing plans. For example, for residential separation, the main building must be at least 1,000m3 in size. New construction is possible if vacant agricultural buildings (VAB) are demolished. For each plan it must also be shown by means of a development plan that the plan offers sufficient spatial quality.
