Environmental vision requirements
The new environmental vision must meet all kinds of requirements under the Environment Act:
One of these requirements is that each municipality must prepare the environmental vision together with "stakeholders" (duty to participate). Those stakeholders are of course the inhabitants, but can also be neighboring municipalities and other authorities.
Another requirement is that the environmental vision must include a description of:
- the outlines of the quality of the living environment;
- the outline of the proposed development, use, management, protection and preservation of the Aalten territory;
- the main points of the integral policy to be pursued for the living environment.
Yet another requirement is that the environmental vision must be an "integrated" vision, meaning that it must include all aspects and perspectives that play a role in, or are affected by, the living environment (such as health and safety depend in part on the quality of the living environment and how it is arranged).
Also, the environmental vision must be a "coherent" vision. So not a hotchpotch of all sorts of different policies that are not aligned, but a logical, coherent whole.
And finally, the environmental vision should be tailored as much as possible to the different areas and types of areas a municipality has, such as residential areas, shopping areas, industrial areas, agricultural areas, natural areas and recreational areas. Customization, in other words. This is why Aalten has chosen an area-specific approach, because one area is not the other.
