What is it?

Ground movement occurs when more than 50 m3 of soil or dredged material is moved to another location. This is subject to a number of rules.

How does it work?

The soil where the soil is applied may therefore become extra contaminated. Decisive for this is the Soil Quality Map. It contains an excavation map and an application map. The excavation map shows the quality of the soil to be excavated. The application map shows the quality of the soil to be applied at a certain location.

For example:

  • Soil of grade AW - Agricultural is clean and may be applied in areas AW - Agricultural and Residential.
  • Soil of Residential quality is slightly contaminated and may only be applied in the Residential area.

Companies must report earthmoving exceeding 50 m3 to the national soil quality reporting point. The municipality will then check whether the ground movement complies with the rules. Is it not possible to move the soil according to the soil quality map? Then have a batch test carried out. It may still be possible to move the soil. This can be done with 1 of the following environmental statements:

  • batch testing;
  • recognized quality statement;
  • manufacturer's own statement;
  • soil testing, provided the proper research protocols were used.

What to do.

Private individuals and agricultural companies are not required to report soil movement. But they must follow the rules of the Soil Quality Decree.

If you have the earth moving done by, for example, a landscaping company, they will have to report this to the national soil quality reporting point.

What do I need?

Companies must fill out an application form. This can be found on the site of the national soil quality reporting point. After logging in as a user, you can fill in and submit the report form online (fastest option). You can also print out the report form and send it by mail to the national contact point.

Before you may begin earth moving, you must be able to demonstrate that the soil to be applied is clean enough.

When transporting, the carrier must therefore carry the following:

  • a report form, and
  • A transport slip showing the number of the notification.

How long does it take?

From the time the earth-moving application is submitted, it takes up to five days for the applicant to receive notice. If there is approval or you have not received notice after 5 days, then the earth-moving operation may proceed.

If the ground movement does not comply with the rules, then the ground movement may not be carried out. In that case, the municipality may request additional information.
