Purchasing and procurement policy
What is it?
A tender is the process by which a client announces that it wants a contract performed and asks companies to submit bids for it.
When tendering for relatively expensive contracts, public or European tenders are usually used. For smaller contracts, a limited number of suppliers or contractors are usually invited to bid ("private tendering").
As part of the professionalization of its procurement process, the municipality of Aalten publishes larger contracts on this site. These contracts are also published on TenderNed (online marketplace for tenders in the Netherlands).
The municipality wants to procure in a professional manner with the objective of good quality for a good price. There are also (European) rules regarding transparency, efficiency and lawfulness, among other things. Based on these principles, the Purchasing and Procurement Policy has been adopted.

Purchasing conditions
The General Terms and Conditions of Purchase of the Municipality of Achterhoek 2017 (AIAG 2017) apply to every agreement entered into by the municipality, as well as to every (pre-contractual) relationship between the municipality and the contractor prior to the conclusion of the agreement. The applicability of the general Requirements used Requirements contractor is expressly excluded.

Sustainable purchasing
Sustainability is high on the political agenda. The national government and local authorities want to jointly stimulate the markt sustainable products by setting a good example and purchasing sustainable products themselves. Municipalities are aiming to achieve 100% sustainable procurement by 2015.
The Nota Duurzaam Inkopen Achterhoekse gemeenten is the elaboration of sustainability as part of municipal policy, whereby sustainability criteria are included as much as possible in procurement processes.
The municipalities of the Achterhoek region (Aalten, Berkelland, Bronckhorst, Doetinchem, Montferland, Oost Gelre, Oude IJsselstreek, and Winterswijk) have decided to jointly implement sustainable procurement. The Achterhoek Municipalities Sustainable Procurement Policy was therefore developed in collaboration.

Threshold amounts
The threshold amounts used by the municipality of Aalten for contracts for works, supplies, and services below the EU threshold amounts can be found in the Procurement and Tendering Policy for Achterhoek municipalities 2023.
Procurement Act 2012
As of April 1, 2013, the Procurement Act 2012 entered into force. This law implements the European Directives '2014/24/EU (Public Procurement Directive)' and '2007/66/EC (Legal Protection Directive)'. The Procurement Act provides a single framework for public procurement above and -limited- below the (European) threshold values and legal protection for (European) procurement.
Complaint Resolution
For the sake of accessible dispute resolution, complaint handling is part of our procurement and tendering policy. In order to sufficiently guarantee objectivity and independence, the Achterhoek municipalities have sought cooperation with the Liemerse municipalities and have drawn up a joint complaints procedure.
