Unwanted rental behavior hotline
Landlords and rental agents must rent properly and behave properly. If they fail to do so, you can report it to the municipality. It does not matter if you are renting or looking for a home or if you are a migrant worker staying in a home.
If you feel that the landlord is threatening you or unjustly refuses to rent you a property, you can report this. This can also be done, for example, if you do not receive a rental contract or a statement of the additional costs you have paid.
What can you report?
Residential discrimination
A landlord may not choose or refuse a tenant on the basis of nationality, religion, belief, political affiliation, race, gender, disability, sexual orientation or any other ground.
Harassment
Landlords and rental agents should not intimidate. For example, threatening to cancel the lease. Or threatening to deprive you of electricity.
3 months deposit or more
As of July 1, 2023, landlords may require a maximum of 2 months deposit. If the contract was entered into before July 1, 2023, then a maximum of 3 months deposit. You also have the right to know when you will get the deposit back.
No rental agreement on paper
A lease must always be in writing. The contract must have a signature from you and the landlord. It may also be the case that you are not given the landlord's contact information and therefore cannot reach him.
Excessive service charges
Service charges should be fair. You should clearly know what the additional costs are on top of the rent.
Landlords and rental agencies must send a statement of service charges every year.
No information on rights and duties as a tenant
Rights and obligations about rentals should always be in writing.
Additional rules with the international worker/migrant worker
- The lease may not be attached to an employment contract. Lease and employment contract are separate agreements.
- Rights and obligations must be written in a language that you as a migrant worker understand.
What can't you report?
Because the hotline focuses on the good behavior of landlords, you cannot go to the hotline with general complaints, for example, about the amount of rent or the maintenance of your home. The municipality cannot help you with that.
Note: Do you rent a property from a housing corporation? Then report your complaint to the housing corporation that rents the property. The latter will handle the complaint itself.
What do I need?
When filing the complaint or report, we need the following from you:
- Your name, address, phone number and e-mail address. You can also report anonymously. You will not give your details. You will not receive a response.
- Details of the landlord or rental agent about whom you are making the report.
- The address, if it is a property you rent or want to rent or in which you rent a residence.
- A description of the situation (if possible with photos and attachments).
All information you provide to us will be treated with care. Personal and/or address information will only be used for handling your report or complaint.
What happens to your report?
- We will register your complaint or notification and you will be notified accordingly.
- Your report goes to the central handler, who assesses the nature of the report.
- We may contact you for some more details.
- The complaint or report will be handled by the municipality or you will receive a referral to another agency.
- We try to handle your complaint or report within four weeks. This depends on the content of the complaint or report.
