What is it?

Central to the social policy of the municipality of Aalten is that each individual in society can 'participate'. To this end, residents must above all be able to call on each other. Togetherness has a positive effect on self-reliance. Looking out for each other and helping each other increases the chance to continue to participate and therefore to function independently for as long as possible.

To strengthen this 'togetherness', the municipality has established the Naober Fund. With temporary financial support from this fund, the municipality of Aalten wants to stimulate specifically targeted innovative volunteer initiatives on district, neighborhood or village level.

Activities/policy framework

The scheme is aimed at volunteer initiatives by residents of the municipality of Aalten and interest groups based within the municipality of Aalten. Initiatives should focus on 'physical, educational and/or Wmo-related activities/ facilities'. This creates a more structural effect on strengthening the support of residents of the municipality of Aalten. To be eligible for such a one-time subsidy, one must meet the conditions as listed below under the heading specific regulations.

Grant form

This is an occasional grant from the Naober Fund awarded in the form of a lump sum.

Specific regulations

Eligible initiatives

  1. Initiatives should meet the following criteria:
    • The objective of the initiative corresponds to the objective of the Naober Fund
    • This is an initiative that does not yet exist
    • The character or approach of the initiative is structural
    • The initiative is requested by at least 5 residents:-at least one of whom is 18 years of age or older and the permanent contact person-who live at 5 different addresses-all of whom are involved in the requested activity
    • The initiative involves at least 10 neighborhood or community residents.
    • As a rule, the initiative should benefit the residents of the municipality of Aalten.
    • The initiative is appropriate within municipal policy (with in particular the theme of liveability and social cohesion as reflected in the Wmo Policy Plan (version 2015-2018).
  2. The grant can be applied for "physical, educational and/or Wmo-related activities/facilities" if it meets the criteria mentioned in paragraph 1.
  3. The initiative must take place within six months of grant approval.
  4. Applicants must cooperate in the written evaluation of the Naober Fund.
  5. The College may attach further regulations to the grant decision.

Grounds for refusal

Without prejudice to the provisions of Article 9 of the General Grant Ordinance of the Municipality of Aalten 2015, the grant will in any case be refused in the following cases:

  • For-profit initiatives.
  • Initiatives that are already otherwise subsidized by the municipality.
  • Adjustments to facilities belonging to regular maintenance work.
  • Initiatives of interest only to a small group of people.
  • Initiatives that serve to spread political, worldview or religious ideas.
  • The initiative involves a (neighborhood) party.
  • The initiative relates to a youth/drinkhouse.
  • The initiative relates to catering activities in community and association houses.
  • It involves support in the operation of neighborhood/neighborhood/association/village house or a Kulturhus.
  • If the grant ceiling is reached.

An application for a grant under this implementing regulation must be received by us no later than 8 weeks before the start of the activities for which a grant is sought.

Eligible costs

The grant covers only those costs remaining after deduction of third-party contributions (if any) that we believe are necessary for the initiative.

Not eligible for subsidy are meeting costs, travel costs, office costs, catering, costs not directly related to the activity, unforeseen.

Calculation of the grant

The maximum amount of the subsidy is €5,000. The college may deviate from this due to special circumstances. These must then be specifically substantiated.

Distribution of the grant ceiling

Applications are processed in order of receipt. Where the applicant has had the opportunity to supplement the application under Article 4:5 of the General Administrative Law Act, the date of receipt of the application shall be the date on which the application is supplemented.
