Grid Congestion and Housing Construction: Register Your Project by September 14
Pressure on the power grid is increasing, and available transmission capacity is scarce. This could affect the planning and implementation of projects. For this reason, the municipality of Aalten is calling on developers of housing projects to register their projects by September 14. This applies to housing projects expected to be carried out within ten years. By registering a project early, it can be added to the waiting list at grid operator Liander sooner in the construction process.
Normally, a project developer applies to the grid operator for a connection to the electricity grid once a project has been sufficiently developed. However, grid congestion has led to waiting lists. To ensure that housing projects can proceed as much as possible, the Netherlands Authority for Consumers and Markt s (ACM) has developed the “early application” scheme nationwide. Under this scheme, municipalities can submit an application for a connection to the grid operator on behalf of project developers at an early stage. This allows projects to be placed on the waiting list sooner and, if they meet the national “ Requirements ” criteria, may qualify for priority.
Municipal Recommendation List
If multiple projects are eligible for the program at the same time, the municipality will advise the grid operator on the order in which applications are submitted. The municipality will draw up the advisory list no later than October 1, 2026, and subsequently submit it to Liander.
Projects that cannot be included in this initial joint submission—for example, because they are not yet known—may also be submitted at a later date. The municipality and the grid operator are expected to continue using this process for subsequent submissions as well. However, submitting an application later may result in a longer wait before the necessary transmission capacity becomes available.
Submit a Housing Development Project
Private and business developers of housing projects in the municipality of Aalten that will be carried out within ten years can submit their projects for inclusion on the municipal advisory list titled “Housing Construction Transportation Capacity.”
You can register before September 14, 2026, at gemeente@aalten.nl. Please include the project location, the expected start date and completion date of construction, and your contact information.
After you register, the municipality will contact you regarding the next steps and the corresponding registration form. Project initiators who are already known to the municipality will be contacted directly.
No guarantee of a connection
The municipality reviews the submitted projects in accordance with established policy guidelines and, based on that, compiles the municipal recommendation list. Inclusion on the municipal recommendation list does not guarantee a connection. The list provides Liander with insight into the projects expected in the coming years. Ultimately, Liander determines whether and when a project can be connected. This continues to depend on the available capacity on the power grid.
