Stop Healing
After a residential burglary or street robbery, stolen goods are often resold. Buying stolen goods is called receiving stolen goods and is punishable by law. Without the proper registrations, you can be guilty of receiving stolen goods -unwillingly- as an entrepreneur or trader. To make it as difficult as possible for thieves to make money from their burglaries, the municipality of Aalten, together with the police, actively checks the purchasing and sales registers of traders. The Digitaal Opkopers Loket (DOL) and the Digitaal Opkopers Register (DOR) have been set up for this purpose.
What is the Digital Buyers' Counter?
If you deal in second-hand goods you are required to register with the municipality as a trader (General Municipal Regulation 2:68). For example, if you trade in used cars or purchase cell phones, laptops or jewelry. You register as a trader through the Digital Buyers Counter (DOL). This is easy, reliable and safe.

You can sign up for the DOL. Click on the green button below and create an account. Then fill in your details. The municipality of Aalten and the police will be notified. You will then receive a confirmation email from the municipality.
The DOL complies with the laws of the Data Protection Act. Your data is kept by the municipality and is only accessible to officials of the relevant municipality and possibly the police.
When registering for the DOL, you can register for the Digital Buyers Registry (DOR) at the same time. If you already use the DOR, you can choose to link this account to your account in the DOL during registration.
What is the Digital Buyers Register?
In addition to registering with the municipality as a trader, you are also required to register your purchases (Penal Code, article 437 and the General Municipal Regulation, art. 2:68). You do this through the Digital Procurement Register (DOR).
The DOR replaces the paper registration of purchase and sale of goods. The advantage of this digital system is that you only need to create one account and that this account immediately meets the legal requirements. The police are automatically notified when you enter goods that are registered as stolen. The police will then contact you. You must keep the item until the police have visited you.
The speed of data exchange with the police increases the chances of catching receivers, burglars and repeat offenders. In the process, it is made increasingly difficult for them to sell stolen goods.

Who should keep records?
The register must be kept by buyers and dealers in used and unused goods such as metals, precious stones, platinum, gold, silver, timepieces, art objects, cars, motorcycles, mopeds, bicycles, photographic, film, radio, audio and video equipment, computers, laptops, phones, tablets, etc. If you purchase and then resell a used good very regularly, not on a hobby basis, you must keep records.
How are goods recorded?
You must record the following information when purchasing a good:
- A consecutive sequence number;
- The date of purchase;
- A description of the good, including - as far as possible - type, make and number of the good;
- The purchase price or other terms of acquisition of the property;
- The name and address of the person from whom you obtained the property;
- Both a description and the number of the document you used to establish the provider's identity.
Legitimation required
As a trader, you are required to also record the details of the seller of the good in the buying and selling register. You must ask for proof of identity to do so. If you do not do this, you are liable to punishment. Thus, a seller cannot sell goods without identifying themselves.
Checking yourself if you are dealing with stolen property?
You can check the police website www.stopheling.nl to see if you are dealing with a stolen property. On your tablet or smartphone, you can download the "Stop Healing" app. This allows you to scan serial, IMEI, chassis and frame numbers and license plates to see if the good or means of transport is stolen. You can also use this app to register your own belongings or means of transport. Should your belongings be stolen, the products will be easier to trace.
