Public Housing Program
The Act on Strengthening the Management of Public Housing will take effect on July 1, 2026.
The Act requires the national government, provinces, and municipalities to develop a public housing program specifying how many units they will build, where they will be built, and for which target groups—such as seniors and students. Municipalities must have a public housing program in place by July 1, 2027, at the latest.
The municipality wants everyone in the municipality of Aalten to be able to live well. That is why the Municipal Executive has adopted the draft Public Housing Program. This draft outlines how we will work in the coming years to provide sufficient, affordable, and suitable housing for our residents.
The Public Housing Program outlines the decisions we are making regarding housing for the coming years. In doing so, we are not only focusing on housing itself, but also on how it relates to Health, well-being, and quality of life in neighborhoods and villages.
The municipality aims to increase the housing supply and reduce the housing shortage. We are doing this not only by building new homes, but also by focusing on affordability, sustainability, and mobility in the housing market. In doing so, we are looking explicitly to the future: what kind of housing will we need in the future?
Customized Living
Because we all live, work, and age in different ways, we make choices that suit the needs of different groups of residents.
Newcomers and young people
We want to add more affordable rental and owner-occupied homes for first-time buyers and young people. The first-time buyer loan will also remain in place. In addition, we are encouraging new housing models, such as shared housing or the subdivision of existing homes.
Older adults and people with care needs
For older adults and people with Health , we want to build more age-friendly housing—homes where people can continue to live comfortably for longer. We are also committed to facilitating mobility, so that people can move to a home that better suits their needs. In addition, we are promoting housing models that Health living and Health .
Focus groups
For people who need extra assistance in finding housing, we are establishing regional agreements on housing and distribution. We are also working on an emergency housing program and appropriate support services.
Middle-income earners and those moving up the ladder
For middle-income earners and those looking to move up the housing ladder, we are focusing on increasing the supply of homes in the mid-range and higher-priced segments. This will help stimulate the housing market and create opportunities for others as well.
Continued: Procedure and Implementation of the Public Housing Program
The draft Public Housing Program was available for public review from April 13 through May 25, 2026. No comments were submitted during this period. This means that no formal objections or responses to the draft were received.
After this public review period, the program will be submitted to the province for approval and advice. Thereafter, based in part on any advice received from the province, it will be resubmitted to the municipal executive for adoption. Once adopted, the Public Housing Program will take effect, thereby replacing the current Housing Vision.
We will then further develop the plans into an implementation agenda. This agenda will include specific actions, measures, and priorities. The implementation agenda is a dynamic tool. This approach allows us to respond to new developments and changing conditions in the housing market, ensuring that policy implementation remains up-to-date and focused on its objectives.
