Preliminary consultation and intake table

Do you have a building, renovation or other initiative? Then it is useful to quickly know what the municipality thinks of your plan before you apply for an environmental permit. In the municipality of Aalten we work with the preliminary consultation and the intake table.

What is the preliminary consultation?

For smaller plans, you can request a preliminary consultation with the municipality. A preliminary consultation is suitable if you want to make small adjustments to your home or business premises, such as an extension, dormer or shed. A preliminary consultation is in fact an advice from the municipality about the success rate of your plan and the next steps to take. Please note that you cannot derive any rights from this.

What is the intake table?

For more complex initiatives that do not fit within the applicable environmental plan, we work with an intake table. Examples may include the (re)construction of a house or a different use for a business premises. The intake table is an internal consultation in which various specialists from the municipality assess the desirability of your initiative. We use our policies and regulations as the basis for this. You will receive notification of the outcome once the intake table has been discussed.

There are three possible outcomes

  • Promising: the initiative is desirable and can be developed further.
  • Likely, provided: the initiative is desirable, but still needs adjustment in some aspect.
  • Low opportunity: the initiative is not desirable and does not fit within the policies and/or regulations of the municipality.

The outcome is an opinion on the desirability of your plan. It is not a decision against which you can object or appeal. Nor does the outcome of the intake table confer any rights or obligations in the follow-up process. A positive advice is also no guarantee that any necessary permits will be granted or the necessary environmental plan amendment will be implemented.

What to do.

You should preferably submit your initiative as a concept application via the Environment Counter. If you do not succeed in submitting your concept application via the new Environment Counter, please contact us.
Based on the concept application and the submitted documents, we will assess your initiative.

The draft application shall include at least the following components

  • contact information of initiator;
  • description of the initiative;
  • location of the initiative;
  • associated desires.

If you want to submit a housing plan, we will evaluate it according to our housing policy. You must also submit a concept application. Please provide the following supporting documents:

  • Global urban design sketch showing a siting of the housing initiative on the site;
  • Overall floor plan/layout drawing of the house(s);
  • Explanation of the plan, describing the following aspects:
    • Current situation/reason for the plan;
    • How the plan fits with the municipal vision and (spatial) tasks;
    • Is there a balanced allocation of functions to locations?
      The following points are taken into consideration: strengthening of the urban development structure and spatial quality, solving spatial bottlenecks and/or combating/preventing vacancy, contribution to municipal policy (e.g. strengthening the center), plans for characteristic/monumental buildings and locations in the main structure (centers, approach roads, high-visibility locations, public support for the intended development, integral solution (environment, parking, green, climate adaptation, sustainability, etc.).
  • The number and type of homes to be built;
  • Expected completion time;
  • Intended target group and expected sales price (plot + house Free On Name (VON)) or rental price (monthly rent);
  • If it is a housing plan for flex living or special housing concept, please describe how it will be implemented.

What does it cost?

There are costs associated with processing a draft application. For the costs, please refer to the fee table in the fee regulations.
