What steps should I go through if my structure falls under consequence class 1?
For structures in consequence class 1, the following steps will apply from January 1, 2024
Applying or submitting a notification is done through the Omgevingsloket. For steps 3 to 5, you can also submit your application or notification to the municipality in another way. Please contact the municipality for this.
Step 1
Pre-consultation (not required): Make an appointment for a preliminary consultation with the municipality if you wish to discuss your plans in advance.
Step 2
Hire a quality assurance contractor: Choose your own quality assurance contractor from the Register of Quality Assurance and have them make a risk assessment and assurance plan. The municipality will still handle the spatial assessment and permit as of Jan. 1, 2024!
Step 3
Apply for an environmental plan activity: At least 8 weeks before starting your construction activities, apply for an environmental planning activity from the municipality through the Environment Desk.
Step 4
Submit construction notification: Submit a construction notification via the Environment Counter at least 4 weeks before the start of your construction activities. When doing so, indicate that it concerns a structure in consequence class 1, who your quality assurance contractor is, which instrument will be used, and attach the assurance plan and risk assessment.
Step 5
Start of construction activities: At least 2 days before the start of your construction activities, report the start date through the Environment Counter.
Step 6
Inspection by quality assurance officer: During construction, the quality assurance officer checks the quality of your structure and whether the assurance plan is being followed.
Step 7
Control by the municipality: The municipality can conduct inspections during construction and enforce if necessary.
Step 8
Notification of completion: at least 2 weeks before you start using the building, report the notification of completion and declaration of quality assurance via the Environment Counter.
Step 9
Building use: Within 2 weeks you will hear if the municipality agrees. If approved, you may occupy the structure.
